STATEWIDE SURVEY RELEASED SHOWS SAN FRANCISCO

LEAD IN IMPROVING ASSESSMENT PRACTICES

San Francisco, CA – On Monday, October 2nd, the California State Board of Equalization (State BOE) published their Assessment Practices Survey Report for the City and County of San Francisco reflecting the steady and dramatic progress made by the dedicated staff of the San Francisco Assessor-Recorder’s Office.

The report released is part of an ongoing statewide survey program administered by the State Board of Equalization (BOE). The purpose of the program is for the BOE to work with all County Assessors in the state to promote uniformity, ensure fairness and share best practices.  The State Board of Equalization surveys every county periodically.  The 2015 Assessment Practice Survey consists of findings from the BOE’s visit to the Office of Assessor-Recorder of San Francisco from November through December of 2015, where members of their County-Assessed Properties Division reviewed the office’s existing assessment practices in the areas of administration, assessment of real property, and assessment of personal property and fixtures.

“We believe in working hard every day to improve our service and the 2015 Survey underscores our office’s steady progress,” said Assessor Carmen Chu.  “Over the last few years we have invested in our staff, better technology, and strengthened partnerships with other departments to get the information we need to do our job.  Ultimately, these investments have made the difference in our gains on completing assessments timelier and in limiting revenue at risk for the City,” explained Chu.

There are over 210,000 parcels in San Francisco and over 40,000 business accounts that file with the Office of the Assessor-Recorder every year.  In Fiscal Year 2016-2017, San Francisco experienced the highest percentage growth in California as the total roll value increased to $231 billion, a growth of almost 10.7%, or roughly $260 million in property tax revenue, compared to the prior year.  Close to $5 billion in additional value was added to the property tax roll based on new construction activity alone

“As a member of the State Board of Equalization, I understand the value of reviewing our practices Statewide and I am excited to see the progress made by Assessor Carmen Chu,” said Second District Member Fiona Ma.  “Carmen shares my values in ensuring a fair system for our residents and is proactive about focusing on how to best serve our constituents,” added Ma.
